Management – Operations and Logistics

Satellite Ground Station – Operations Supervisor  

·            Tracking/monitoring/injecting the military’s first generation satellite navigation system (TRANSIT). Appointed Operations Supervisor over much more senior peers due to his superb managerial and organizational abilities. The station also supplied continuous satellite-based, secure voice capabilities for four authorized users during Operation Desert Storm.

Lead Instructor for Surface Search Radar Division at FTSCLANT, Norfolk, VA.

·            Responsible for management/certification/evaluation of eight instructors teaching four separate courses with a combined throughput in excess of 140 students annually with less than a two percent attrition rate.

Communications Suite Leading Petty Officer

·            Responsible for direct management of seventeen technicians supporting high-profile battle simulations for fleet personnel. Maintained a $22 million communications suite and $24 million worth of test equipment while simultaneously ensuring error-free handling/storage of SECRET/TOP SECRET equipment and keying materials.

Designated SME by CNET (Chief of Naval Education and Training)

·            Supervised rewrite of three “C” school courses, resulting in increased student throughput while decreasing related training costs by $240,000+ per year. Student course critiques stated repeatedly that “Petty Officer Duer could teach anything to anyone.” Responsible for the overall training of his subordinates, resulting in increased job efficiency and morale, and significant progress towards attaining their next rank.
